Zambia Revenue Authority's Smart Invoice system requires businesses to capture, validate, and transmit sales transactions to ZRA using a Virtual Sales Data Controller (VSDC). The VSDC acts as the fiscal device (either as a physical unit or, increasingly, a software-integrated API) that signs each invoice and transmits the data to ZRA's central servers in real time.
Phase 1 of the Smart Invoice rollout targeted large taxpayers. Subsequent phases expand the requirement to medium and smaller businesses. Advatech is building the Smart Invoice integration layer and will notify waitlisted businesses when onboarding opens.

The programme started with large taxpayers and is expanding progressively.
ZRA has rolled out Smart Invoice in phases based on taxpayer size and category. Large taxpayers were required to comply in Phase 1. Medium and smaller businesses are being phased in progressively. Advatech monitors the rollout schedule and will communicate deadlines to waitlisted businesses as they are confirmed by ZRA.
